U.S. President Donald Trump has signed an executive order prohibiting federal funds from being used for child sex-change operations, describing these procedures as "chemical and surgical mutilation."
The order states that the United States will not fund, sponsor, promote, assist, or support the transition of a child from one sex to another, and it will strictly enforce all laws that prohibit or limit these procedures.
While the directive does not apply to private medical practices, it does ban medical institutions that receive federal funding, including educational grants, from performing gender-affirming procedures on minors. This ban also extends to federal programs like Medicare, Medicaid, and TRICARE, the Department of Defense’s health insurance.
The order defines a "child" as anyone under 19 years old and prohibits both surgeries and the use of sex hormones such as androgen blockers, estrogen, progesterone, or testosterone.
The Executive Order criticizes doctors for performing operations and administering hormonal treatments to minors, highlighting the potential impact on their ability to have children and the risk of lifelong medical complications.
The order also directs the Secretary of Health and Human Services to provide a plan within 90 days on how to promote the health of minors suffering from gender dysphoria. Additionally, the Attorney General is tasked with investigating and ending consumer deception, fraud, and violations of the Food, Drug, and Cosmetic Act related to these procedures. The AG is also directed to look into states that remove children from their parents if they do not comply with their child's sex preference and to consider using the Parental Kidnapping Prevention Act and recognized constitutional rights.
Trump had promised to impose such a ban during his campaign, stating in an "Agenda 47" video that he would cease all programs promoting sex and gender transition at any age. He also mentioned working with Congress to pass a bill banning child sex changes in all 50 states and permanently stopping federal taxpayer money from funding these treatments.
